快遞暫行條例征求意見(jiàn)：泄露用戶(hù)信息或被吊銷(xiāo)經(jīng)營(yíng)許證

7月24日，國務(wù)院法制辦公室官網(wǎng)發(fā)出《快遞暫行條例》（征求意見(jiàn)稿）?！墩髑笠庖?jiàn)稿》中規定，地方各級人民政府應當確保政府相關(guān)行為符合公平競爭要求和相關(guān)法律法規，維護快遞業(yè)競爭秩序，不得出臺違反公平競爭，可能造成地區封鎖和行業(yè)壟斷的政策措施。

征求意見(jiàn)稿第十二條規定，縣級以上地方人民政府公安、交通運輸等部門(mén)和郵政管理部門(mén)應當加強協(xié)調配合，建立健全快遞運輸保障機制，依法保障快遞服務(wù)車(chē)輛通行和臨時(shí)?？康臋嗬?，不得禁止快遞服務(wù)車(chē)輛依法通行。

同時(shí)，征求意見(jiàn)稿規定，經(jīng)營(yíng)快遞業(yè)務(wù)的企業(yè)停止經(jīng)營(yíng)的，應當提前10日向社會(huì )公告，書(shū)面告知郵政管理部門(mén)，交回快遞業(yè)務(wù)經(jīng)營(yíng)許可證，并依法妥善處理尚未投遞的快件。

此外，意見(jiàn)稿第四十二條還提及，若經(jīng)營(yíng)快遞業(yè)務(wù)的企業(yè)有違反條令行為之一的，由郵政管理部門(mén)責令改正，沒(méi)收違法所得，并處1萬(wàn)元以上5萬(wàn)元以下的罰款；情節嚴重的，并處5萬(wàn)元以上10萬(wàn)元以下的罰款，并可以責令停業(yè)整頓直至吊銷(xiāo)其快遞業(yè)務(wù)經(jīng)營(yíng)許可證。
